As my late father would say, ‘niglets’ or ‘porch monkeys’. In all honesty, it’s not racist, but rather an semi-humorous and accurate description. There’s a function place in society for that type of ridicule because nothing else but a beating will make a baby momma think.
These kids are the age of my grandsons and it breaks my heart to see this. It is likely these kids are growing up in homes with no fathers and have young or even teenage mothers. They are being steeped at this young age with the tenants of critical race theory….cops are the enemy and all whites are racists. They are already being taught to defy all authorities and speak in profanity laced “Ebonics”. Without serious changes they will in ten years have likely dropped out of school and be committing crimes. The Black community with their traditional values of church and family needs to help change this or this generation will be lost.

Yep. Some folks think this is somehow due a flaw in the black character. Wrong. It’s due to LBJ’s misguided (and probably evil) Great Society programs. Those programs the destroyed stable black nuclear family.
As a side note, Trump was the best friend blacks could have had in the White House. Trump wanted to bring back industry back to the United States. That would have meant thousands of good jobs in the inner cities. It’s a real shame that blacks weren’t allowed to hear that.
The parents of these children should be deeply ashamed but I don't think shame is a factor anymore in that subculture.

By 21, they will all have children (plural).

I wonder, can they be retrained and house broken like feral dogs and cats?

This is generational culture rot...as you say, nothing to do with wealth. Good manners and behavioral rules get past on from generation to generation - or they don’t. This seems to be the far edge of “they don’t”. Fatherless kids where even the mother isn’t paying any attention to them. Without correction they’ll just imitate anything they see. Now we see what they’re being exposed to - cops are bad, nobody shows anyone respect, anything goes, etc..
They’ve been inserted into a world where they’ll have no chance of a real life. In another time this would be immediate grounds for declaring “child abuse”, due to lack of care, and they’d be put in another home. Now it’d probably just be called ‘racist’.
Imagine how bad it is going to be in a decade.

That kid will definitely tear up a McDonalds if she doesn't get the ketchup she is entitled too.
