Elections will not legitimize any government if they are rigged.Even if they aren't rigged.
Such as when all the choices are selected from the ruling elite class. Or when there is universal sufrage and the winner is the one most willing to loot the public treasury.
Governments are "legitimate" becuase they RULE. They use force of violence to RULE. That is what makes them legitimate. Dictatorships and monarchies are legitimate.

Key take away in the article is that the burden of proving a legitimate election belongs entirely on those who are responsible for running the election operations, and complete transparency is needed.
With rare exception (e.g. one county in MI that had to be forced into court to get some (not complete) transparency?) that transparent processing never happened in 2020, and it is ominous that it won’t be happening in 2022 either. The GOP should not count any chickens before they are hatched. Expect another rigging. The demonkraps in several of their majority states (e.g. CA) have already gerrymandered-rigged their congressional districts to increase their seats to offset some of the gains the GOp might pick up in other states. And that is only the beginning.

How does that happen?
Well, if blue areas had their ballot boxes stuffed with votes, it would affect statewide races only. Congressional races would not be affected.
So, if Democrats simply cast votes on behalf of every registered Dem voter (which is what I suspect happened) in blue precincts, you would be unable to say that vote is fraudulent because it is linked to a registered voter.
You cannot ask that voter if they voted or who they voted for. That is illegal.
But every ballot would match a registered voter. If a voter went to the polls or dropped a mail ballot, you would have two, but there is no way to track that.
Your audit would fail right there.
Vote by mail allowed votes to be cast on behalf of every registered voter, whether they voted or not.
