Portland grocery chain Fred Meyers (Kroger subsidiary) plays loud classical music in its parking lot to deter illegal activities, including gangs, drug deals, and other crime. And it is working. But some neighbors complain it is "irritating and inhumane".
Fred Meyer released a statement saying the deterrent is effective. Portland Police refuse to pursue the noise complaints. Details in video.
Fred-O’s is one of the few good companies in Oregon.

I now am of the opinion that if these Prog Leftist Whining neighbors want the music stopped, THEY can take care of the HOMELESS and CRIMINALS TRESPASSING ON the Fred Meyer Property THEMSELVES, or buy earplugs and shut up.

I think the issue is loud music being played at night that’s keeping up nearby residents. I wouldn’t want to listen to that either.
Maybe they should fence off their parking lot and lock the gates at night. Put concertina wire (there’s a nice musical reference) on the fence. That would keep things quiet.

Put all the versions on an endless loop on the speakers. It would probably drive animals away too.
I remember a bar manager grabbed the announcement mic and sang “Good Night Irene,” to clear out the bar after closing.
I imagine they’d rather hear angry voices chanting angry, violent words in a jump-rope rhyme cadence.

Long time ago, I had a friend, Dale Warman, who was the #3 guy at Fred Meyer. For years, he tried to get the Fred Meyer board to stop selling Playboy and similar magazines. The board refused to do so right up to the time there was a public outrage from Christian churches and group. They were dropped in a matter of a few days.
Good idea but the loudness of the audio volume is disturbing to the nearby residents at night. They need to try it at a lower audio volume and see without disturbing neighbors. Sucks that they even have to do that but leftardism is rampant.
King FM in Seattle (a classical music station) has a 2nd HD station called the Evergreen channel. I absolutely love it. And it would be perfect for this application

I’ve also read articles where they use the high frequency buzzing sound of mosquitoes to the same affect on younger “problematic“ lingerers outside of convenience stores.
It seems as we grow older, we lose the upper range hearing necessary to hear the irritating little buggers sound as they buzz around our heads. So the majority of adults patronizing these locations are relatively unaffected by the sound.
But younger adults and teenagers can clearly hear it. And it apparently is so much of a distraction that they’ll leave rather than endure it.
As for classical music, I’m not sure this is the same case. They (the teenagers and young adults) actually listen to classical music (or music in the classical style played by orchestras) all the time in the form of movie and television show soundtracks. There doesn’t seem to be any objection to that type of music in those settings. So it is probably more of a cultural dislike.
However, if you really want to drive them away, play classic Chinese vocal music, Peking opera specifically. Unfortunately, it is also not well tolerated by non-Chinese speaking adults. So you would run the risk of loosing patrons and staff if you chose to play it.
Some friends own a business in downtown Portland, and they added hidden external speakers to the front of their business and play “sounds” through them to keep the sidewalk clear in front. Has worked for decades.
And GOOD on Freddie’s! Not a bad idea, and if it works? Even better!
