Two Pennsylvania state troopers and a man were run over and killed alongside I-95 in Philadelphia early Monday morning by a woman who had been stopped on suspicion of driving under the influence just moments before.
Troopers Martin F. Mack III, 33, and Branden T. Sisca, 29, were on the shoulder helping a man into the back of a cruiser when a woman tried to drive past the three men at a high speed just before 1 a.m.

It’s “potentially” because she’s not white.
The way I read it the first time it sounded like they were already helping the guy walking in the road and a THIRD trooper got called off of the stop with her and let her off.
My bad.
But, yeah, way near the end it says they’re NOT investigating it as a DUI, EVEN THOUGH she was stopped on suspicion of DUI in the f’n first place.
Talk about dishonoring the dead; they’re hardly cold and already their higher-ups have dismissed their testimony.
They still haven’t released her name, age, etc.??? If she is a minor, why not say that? She could be a minor, but presumably would be tried as an adult. Is her name Kineesha or something like that?

If the suspected DUI was allowed to leave the scene because there wasn’t enough manpower to deal with her and the urgent need to get the pedestrian off the interstate...

Bartenders can’t know who is driving, and in real dumps they’ll often serve someone as long as they have money on the bar (which can be very unpleasant for other patrons). Some bartenders have described the “foreign load” to me, where drunks tossed from other bars show up at their doors with a little money left but completely wasted; they don’t even admit them because they know they’ll cause massive headaches with little offsetting economic benefit - they’ve spent the lion’s share of their money elsewhere.
This article says the woman is 21 years old and had a blood alcohol content twice the legal limit. Still no identity released.

State police said Jayana Webb, 21, of Eagleville, is charged with the following:
Three counts of third-degree murder
Three counts of homicide by vehicle while DUI
Three counts of homicide by vehicle
Two counts of second-degree manslaughter of a law enforcement officer
Three counts of involuntary manslaughter
Three counts of recklessly endangering another person
Driving under the influence
