BOISE, Idaho (AP) — Three Idaho women are suing the state in federal court over its expensive training requirement for professional hair-braiders.
The women, represented by the Institute for Justice, filed the lawsuit against the Idaho Barber and Cosmetology Services Licensing Board in Boise’s U.S. District Court on Tuesday, the Idaho Statesman reported.
Idaho is one of five states that still require cosmetology licenses for professional hair braiding. The licenses require 1,600 hours of training and can cost up to $20,000, even though cosmetology schools aren’t required to teach braiding techniques for naturally textured hair.
Scott Graf, spokesperson for the attorney general’s office, declined to comment on pending litigation.
The women who are bringing the lawsuit — Sonia Ekemon, Tedy Okech and Charlotte Amoussou — are all refugees from Africa and have more than 60 years of experience practicing African-style hair braiding between them, according to the Institute for Justice.
Ekemon, 40, learned to braid hair as a child while living in a refugee camp in Benin, a country in West Africa. She honed her skills over the years and eventually earned a professional hair-braiding license as a teenager before moving to the United States in 2000.
As an Idaho Central Credit Union employee, she thought offering her hair-braiding skills would be a good way to earn extra money — until she learned it was illegal.

In most states it takes more hours of training to become a barber than it does to become an EMT or Paramedic.
Looks like licensed nail technicians are required to have 400 hours of training in Idaho.
I wonder how many hours Kamala spent on her back to become the Vice-President of the United States and she’s still not qualified!

There is a lot of merit in these lawsuits against irrelevant licensing requirements. They tend to be deliberately written to raise barriers to, and raise the cost of, entry into an occupation , and protect the existing members of the guild from competition. Naturally, that means the people who want to work and take the first step up the economic ladder are deliberately stymied. American Dream. Yeah.
Please tell me that is sarcasm.

I have been cutting my hubbys hair for 22 years...do I need a license to walk into a barber shop and be a barber? My hubby’s been cutting my hair for over 10 years...can’t he just go into a salon and get a job cutting ladies hair? I think not. There is a lot more to hair care than doing some fancy braiding.
I went to a local technical college to learn machining/CNC programming. Our program director eventually moved on, being frustrated by trying to compete for funding with the "Hair and Nail tech" program.
As if the two programs had anywhere near the same resource needs. but, machining was full of "white boys," and Hair and Nail Tech was full of minority females.
As far as I could tell from the article, all these ladies were doing IS braiding.
That’s nuts.
I can learn all of that for free, and do it myself.
1,600 hours of training to braid hair?! I’m gathering that they don’t like braided hair in Idaho.
They probably just like the power and $$$ that come from regulating every little thing.
