Yes, it is hearsay, but it has succeeded in getting the message to the tow truck drivers that it would be a good idea to call in sick rather than tow some big trucks from the streets of Ottowa.

1. If you have a contract with a city or other government agency to tow vehicles, you either tow vehicles when you are called or you are in breach of your contract and will probably never work for that government agency again.
2. If there is any truth to this story, it's probably a situation where there are so many vehicles to tow that Ottawa's towing contractor is overwhelmed by the workload and needs help. Any refusals are likely to come from OTHER towing companies -- especially if they've never had any interest in bidding on a city contract.
Ottawa is the den of iniquity and I’ve only been there once. So happy this is upsetting so many residents.

Government contracts for towing and road service suck anyhow. Trying to get them to pay you is a real pain in the rear and almost not worth the time and trouble. I one time had the state of Ca give me IOUs for two years in a row for service. And then they claimed the controller would only disburse half of what was owed and wanted me to agree to this.
I had to take them to court and they ended up paying interest on top of what they owed me. Never did another thing for them again. Everyone who got the contract after had the same problem. Sooner or later they run out of vendors to screw and had no one who wanted to do it for them.
And it also makes perfect sense that someone with a sense of self-preservation wouldn’t want to go try to hook a tow truck up to some pi$$ed off trucker’s rig. Especially when there are a bunch of other po’ed truckers around.
That sense of self preservation no doubt kicks in when a would-be tower realizes these guys are from the tundra. Every one of those trucks has a 300 Win Mag bear killing rifle in the cab. And 1,000 horsepower under the hood. Try to be polite, mind their manners, and don’t get axe-handled.

Wouldn’t matter; given the numbers, it’d be pretty easy to block the tow trucks. And sending in a few fools whose actions will only piss off thousands of truckers...? Let trudeau lead the way.
Maybe that’s different in your neck of the woods. From my experience, the government contracts can be lucrative because the towing fees are paid by the motorists, not the government. The government just gives one towing company the exclusive authority to respond to crashes and breakdowns on specific segments of roadway. If you tow a car off the road, the motorist must either pay up front to have it towed to their destination of choice or must pay the bill before the car can be removed from the tow yard.

Here, in most states and local municipalities they have a “Rotation List”. As long as you meet the requirements, keep your equipment safety tested, and contract to only charge the rates they set, they cannot discriminate and everything comes up on a “rotation call list”. They rotate calls as per next on the list. When they get to the bottom of the list it starts through again.
But here is the problem. Many times it is costing you more than it is worth because the car (most are abandoned) is not worth what it cost you to go tow it and impound it. To get on the list you have to provide the impound lot. And if the owner never comes to get it you are stuck with a loss for all your efforts. And this can be upwards of 30% or more of all your “Rotation calls” from them.
In the meantime, You might miss a cash customer while you were wasting time fulfilling your rotation contract for the authorities. So it is more often than not a huge combined loss between both getting stuck with a worthless car, and what you lost and could have made from a paying customer elsewhere. And the price of scrap metal just never does cover these losses.
It was different as I remembered it. Towing companies had to bid on those contracts, and you couldn't get one of them unless you could demonstrate two things: (1) you had a wide range of equipment to deal with all kinds of unusual towing jobs, and (2) you could guarantee that you'd have drivers on the road very quickly at any time of the day or night to get to the scene.
Interestingly, I never heard many complaints about removing junk cars. When a car was towed off the road it was stored in the company's own lot and immediately began accruing storage charges. Once the storage charges reached a certain point and the owner never picked it up, the towing company would get a junk title for the car. Even the salvage value of such a car almost always exceeded the cost of the tow itself (not necessarily the storage charge) by a wide margin.
