WASHINGTON, Sunday, Dec. 1.

THE MEETING OF CONGRESS.

As Congress meets to-morrow in regular session, it will probably take the usual course of calling the roll, ascertaining if a quorum is present, and appointing a Committee to advise the President of their readiness to receive any message he may be prepared to make, and then adjourning till next day. In that case the President's Message will not go in before Tuesday.

THE MESSAGE AND THE REPORTS.

The President's Message is completed. The report of the Secretary of the Navy has been forwarded to-night to the Agents of the Associated Press, North, to be published when it is introduced. A synopsis of the report of the Postmaster-General has also been forwarded, with the same conditions attached. The report of the Secretary of War will not be completed until to-morrow morning.

As no advance copies of the President's Message have been transmitted hence, it will be telegraphed.

The President applied the last touches to his Message to-night, at 5 o'clock, and it will be sent in to-morrow, if there is a quorum of Congress and the body remains in session to receive it. We are not permitted to disclose the contents of this important document, but it is understood to be eminently conservative upon the great questions now agitating the country. The question of arming the negroes, the President regards as too atrocious to, bear mention and he will not permit, adopting the suggestion of the TIMES, any of his Secretaries to discuss this or any other extraneous subject in their reports, but they will be expected to confine themselves to the legitimate exhibits of the business of their Departments.

"Tennessee and Cumberland Rivers-Loyal Men Must Be Summarily Dealt With – 4"

This article quotes a Confederate newspaper in Nashville also decrying conditions at Confederate Fort Donalson, on the Cumberland River, saying:

Just guessing here... I'd suppose Confederates have about two more months to fortify the defenses of their strong-points on the Tennessee & Columbia rivers...
