'Lawless city?' Worry after Portland police don't stop chaos

PORTLAND, Ore. -- A crowd of 100 people wreaked havoc in downtown Portland, Oregon, this week - smashing storefront windows, lighting dumpsters on fire and causing at least $500,000 in damage - but police officers didn't stop them.

Portland Police Bureau officials say that's because of legislation passed by Oregon lawmakers this year, which restricts the tools they can use to confront people vandalizing buildings and causing mayhem.

“The reason that we did not intervene goes back to what we talked about last month with House Bill 2928 and the restrictions placed on us in a crowd control environment,” KOIN reports that Portland Police Lt. Jake Jensen said in a neighborhood meeting Thursday.

Residents frustrated by the latest round of destructive demonstrations Tuesday questioned whether that meant anything goes now in Portland.

“Does that mean we are now like a lawless city?” Linda Witt asked during the meeting with police. Jensen replied saying people can still face consequences later.

The legislation in question is House Bill 2928, which prohibits the use of things like pepper spray and rubber bullets for crowd control. However there is an exception – when the circumstances constitute a riot and if the officer using the chemical incapacitant reasonably believes its use is necessary to stop and prevent more destructive behavior.

In our area (CT) it is routine for cops to do their training years in the big bad city and maybe stay for a while, but eventually they get easy jobs in the relatively crime-free outer suburbs.

I would imagine Portland cops would have resumes out there right now.

I have no doubt that what you say is true. One group among many. I knew about communists/trade unionists but as you sau even more than that.

Still with all that - they purported to solve a problem that they had a hand in creating.

And I think there are parallels to what we are seeing playing out before our eyes now.

Sure real history is always infinitely complicated as your post suggests.

My son wants to join me in LEO, but doesn't want to work in the city we live in (and I can't blame him one bit!)

He's finding it's tough because so many LEOs are leaving the city for a place where there's less crime, more public support, and less hostile oversight.

He and I were in Fargo ND last fall and struck up a conversation with a Fargo LEO. I asked him (the Fargo LEO) if he was constantly filmed whenever he made a traffic stop. He looked at me like I was talking about the price of real estate on the moon and asked for clarification on what exactly I meant.

Nice to know he (my son) and I have one place to re-locate to should our situation here become untenable.

The Nazis were the faction that many Germans felt would end the trouble; they’d show up and tangle with the communists when they were demonstrating/trying to “fundamentally change” Germany.

They did restore order - with a huge price.
