Looking back at past administrators of the Maritime Administration and few seem to have much merchant marine experience. Lot of former admirals, non-shipping related businessmen, and the like. No reason to believe this one will be any better or any worse.

Maritime shipping is different from most other government agencies' work in that it's tied to geographical limitations, weather, physics, and actual work getting done while the government employees face intense scrutiny from their private industry peers across the table.
