Well, if you begin to doubt your ability to defend against a threat, then the next best way to protect your people and assets is to prevent the launch. Best way to prevent a launch is to deny your enemy the ability to launch - ie. take out the launchers, storage sites, assembly sites/labs... They'll have a fairly comprehensive target list, and they'll run it.
