UT is a public property owner and all such owners have the right to set the conditions of access to the property. Just as the county jail is public property, it restricts access to that property.
Public Property does not equal Public Access and the reverse is also true.
Public right of way (access) is permitted to walk on the city sidewalk. BUT, the property is still retained by the property owner.
It is a common mistake to confuse property ownership with property access.

I am defending Fauci when he says, wear a mask. When he was asked about President Trump’s lack of wearing a mask, Fauci deftly avoided denouncing Trump, but said he “personally wears a mask, in part, to set an example for the public.”
When President Trump was infected with Covid, Fauci was not surprised. He was also troubled that people at Trump’s campaign events don’t wear face masks, calling for the ‘universal wearing’ of them. “I was worried that he was going to get sick when I saw him in a completely precarious situation of crowded, no separation between people, and almost nobody wearing a mask. When I saw that on TV, I said, “Oh my goodness. Nothing good can come outta that, that’s gotta be a problem.”

So tell me, Fauci-bot. Why did he say all that knowing completely well that masks don't work?
