The following persons were to-day appointed: Brig.-Gen. DAVID HUNTER to be a Major-General of Volunteers.
Lieut.-Col. H. STONEMAN, United States Cavalry, to be Brigadier-General of Volunteers.
Major W.T. SMITH, Topographical Engineers, United States Army, to be a Brigadier-General of Volunteers.
Capt. HENRY W. BENHAM, Engineers, United States Army, to be Brigadier-General of Volunteers.
The river steamer Resolute to-day brought up ten contrabands, the property of a Secessionist named BROWN, living near Machacdge. The steamer was fired on from the house, when the crew went ashore, burned the buildings, and brought off the contrabands.
Gen. PORTER, the Provost-Marshal, has issued: an order forbidding the troops from taking negroes home with them. The Zouaves were taking quite a number in the direction of the North Star.
The following Consuls were commissioned today:
Leeds -- JAMBE W. MARSHALL, of Pennsylvania.
Shanghai -- JAS H. PANTRIDGE, of Maryland.
Batavia -- ISAAC S. [???], of California.
Leghorn -- ANDREW J. STEVENS, of Iowa.
Geneva -- To CROSBY, of Kentucky.
Commercial Agent at Amoor River -- ISAAC PLATT. of New-York, and editor of the Poughkeepsie eagle.
Mr. PASTRIDGE, who is appointed to Shanghai, was Secretary of State of Maryland, and warmly sustained the Union cause. When Gov. HICKS caved in, on the 20th of April, he resigned.
The Secretary of War has accepted a company from Philadelphia of one hundred men, to be commanded by Capt. COLLIS. They are to be equipped as Chasseurs D Afrique, and every man of this company served in the Crimean War.
Gen. ANDERSON, though advised by his physicians to retrain from active duty, has nevertheless determined at once to take the field.

As of August 14 the Union is not doing well in Virginia, while in other states the story is not as bleak.
As of August 14, I count 34 total engagements to date -- 13 Union victories, 15 Confederate victories, 6 inconclusive -- producing a total of over 10,000 casualties, of which over 1,600 were killed.
