This isn't the old "Jet pack" from the Bond movies: those things had about 60 seconds worth of propuslion and then you belonged to Mr. Gravity. Remember the slogan from hang gliding: "never fly any higher than you are willing to fall"
If this guy is operating in the thousands of feet, this is a much higher achievement in technology (and guts) - even if he is dumb enough to enter the traffic pattern of LAX. (I entered the LAX control area 50 feet below my specified altitude while I was flying in a TAV-8B Harrier and got my butt chewed by the controller).
