At the lower levels, you have a lot of nugs that try and maybe even do a good job. These are the folks dealing with the day to day crime, veteran, mail, issue in a national park, some Army captain doing his job...etc. But at the top level, all of these folks should be regarded as political hacks, all of them. In a just world, the FBI would be accused day after day of every malfeasance in the calendar and would require that preliminary investigation before any targeted investigation could go forward.
There have to be straight police departments about, not depending on the FBI for anything, who can investigate every time the FBI gets involved in anything.

There’s a reason the “good” FBI agents don’t rise in protest as the crimes of their agents and leaders become public knowledge. Because there are no good ones. The best among them are sheep that who wouldn’t do it themselves but won’t risk their pension to try to stop it. The rest think it’s great to be the big man on the block who can stick it to whoever they want.

The FBI manipulated the investigation of Hillary Clinton's emails, her server, her mishandling of classified information on that server, and the FISA system after 2012. They used the Russia collusion non-scandal as cover for Hillary's server and their own misconduct.
