...Since the initial rule book was issued in February, Tokyo 2020 has turned the restriction screws much tighter. Foreigners traveling to the Olympics must now have two negative PCR tests before boarding the plane to Tokyo. They must take a third test on arrival in Japan, which is officially called “Day 0,” and additional tests on days 1, 2 and 3. Saliva-sample spit boxes are positioned throughout the Olympic apron. There are no exemptions for those already vaccinated. Last week duty-free shops were ordered to examine customers’ passports to be sure they haven’t violated 14-day quarantine restrictions.
To enforce Covid controls, Japan has put in place a mechanism called Infection Control, or ICON. Each accredited person must appoint a Covid-19 Liaison Officer, or CLO, who reports to ICON. The CLO oversees the creation of an “Activity Plan” for each participant, subject to approval by the government of Japan, detailing which events Olympic participants wish to attend. These plans are often rejected. ICON also requires a “Written Pledge” to follow isolation rules. Noncompliance triggers a series of sanctions up to deportation.
Public transportation is off-limits to foreigners during their first 14 days in Japan. But here again Tokyo 2020 has fumbled its planning. There was no practical way to Fukushima other than the bullet train. ...

Current research shows Total Control may be required in some cultures.

I just read the description of the Ceremonies, as woke as woke can get. Won’t bother watching. I think the average Japanese person would have hated it, and I can’t say I would blame them. Games should have been cancelled anyway.
I do feel sympathy for Tokyo & Japan at this disaster, considering that the impetus for this bid was to show Japan's recovery from the 3 March 2011 9.0 Earthquake & Tsunami disaster! Now all of the athletes, other than the non-stadium sports, will be without spectators and public support. Will be interesting, on a psycho-sociological basis, to see if new world records are more or less on that scenario.
Surprising, though, how many blondes there were. Even from countries where you wouldn't expect it. COVID must have been good for the hair dye industry.

I hope the Japanese people protest to the point where it gets shut down. Polls there suggest that 80% do not want it.

It would be very interesting if there was an additional column on the scoreboard for each Olympian showing the country in which the person resides or trains. The world would see that the (not) “evil racist“ USA is the country of choice for so many.
