My quick summary:
Under federal law, there are required sanctions to be imposed on Russia ref Nord Steam 2. Those are not in place and the State Dept is dragging their feet.
Sen Cruz is applying pressure on the State Department to impose those legally required sanctions by not confirming appointments until those sanctions are in place.
Shame on the Biden admin for not following US law. Kudos to Sen Cruz for forcing their hand.
