BS, from the video this is NOT hit-and-run. The cover was ajar at best, ran over. Driver may have noted the cover bounced up but ignoring that and driving on is not a crime.
Did the driver even know there was person involved.
Or just thought he hit a loose manhole cover.

Probably drive away cussing the highway department for crappy roads, unaware a human was involved.
Even if he stopped to look at his truck and the road, the victim is in the hole, unseen. Drive off.

Watch the video; you'll go with the latter. (There's no sign of a guy coming out of the manhole except that the cover is raised a couple of inches just before the truck passes over it.)

Exactly. The driver looking in rear view mirrors would see nothing bu a manhole cover flying up. They would not see a body at all, as we can see by the video.
Video appears to be handheld such as a cell phone.
