WASHINGTON, Monday, June 24

Col. CLARENCE SEWARD has declined the appointment of Major in the regular Army.

CHAS. HENRY FOSTER announces himself as an unconditional Union candidate for Congress from the First District of North Carolina. In a hand-bill dated at Murfreesburo, he notifies the people of the District that by a law of North Carolina the first Thursday in August is the day fixed for the election of Representatives in Congress, and on that day he invites the electors to give him their suffrages, and to cast their ballots, without fear or intimidation.

Secretary SEWARD is confined to his house to-day by indisposition.

The New-York Seventeenth went into camp to-day, near the Cayuga and Oneida regiments. It received many encomiums as it passed out of the city.

I have to-day an explanation of the reason why the rebels resort to such tricks as that whereby they captured the Captain of the Connecticut Company on Saturday last, and why they pick off the pickets, and capture every man they can reach. They are gathering all such prisoners for the purpose of holding them as hostages for the personal safety of the pirates our vessels may capture. When we hang pirates, they intend to hang an equal number of prisoners of war, and thus to retaliate upon loyal men the punishment inflicted by us upon buccaneers.

The health of our troops still continues remarkably good. There are not above three hundred and fifty men in all the hospitals. This is a small ratio, spread over a force of about fifty thousand men.

Yesterday forenoon two well-dressed slaves made their appearance at the lines of the Second Michigan Regiment, and reported that their masters had gone to the war, and left them to look after themselves.

Correction.-In our yesterday's issue, we stated that a sailor was being tried at the Navy-Yard, on a charge of having pulled Capt. Mullany's nose. We are assured that this is an entire mistake. The accused struck Capt. Mullany a blow, and he, in conformity with the regulations, reported the matter to the Secretary of the Navy, for his action. The man is now titled on the charge of striking a blow. A letter written by the accused to Capt. Mullany, asking for his pardon for the offense, has been laid before the Court.

"Listen - I may have hit him but I definitely didn't pull his nose"

I saw the headline and thought it was going to be another New York Times article on the January 6th walking tour of the Capitol rather than one of your Civil War articles. Thank for posting them.

They said shooting pickets (scouts) is a dirty trick of the Confederates?

You are supposed to kill enemy soldiers in a war. I guess the New York Times was stupid then too.

It wasn’t just the NYT. George Strong has is outraged by the same reports. I suspect views will become more realistic by this time next year.

The purpose of pickets was to see the enemy’s approach and draw his fire in time for the main force to judge his strength & react accordingly.

In his last battle my great grandfather was on picket duty the night before, so when the battle began pickets became skirmishers out in front of their regiment.
He was wounded drawing Confederate fire..
The wound itself was not so serious, but became infected and nearly killed him..

So, pickets & skirmishers could be interchangeable.

No doubt the Times will figure these things out in due time.
In the mean time their concerns should be conveyed to the young men posted on perimeters at night.
