The violent crime rate among Norwegian-Americans is lower than the violent crime rate in Norway. I wouldn't be surprised if the incarceration rate among Norwegian-Americans was lower than the incarceration rate in Norway.
We don’t execute or accurately punish.
We could significantly improve the state of crime, mental health, homelessness, and criminal punishment if we opened up the state-run mental hospitals and treated the seriously mentally ill as sick people who sometimes need treatment, sometimes need to be segregated from society. That said, there’s no way I trust the government who is currently holding dozens to hundreds of nonviolent protestors as political prisoners to say who is crazy and who isn’t.

You have struck upon the invalidity of most trans national comparisons. Few nations have minority issues like the United States because few nations have minority populations like the Untied States. When you see a crime or incarceration comparison by nation which compares Japan or Switzerland to the US you can stop reading, because it is a meaningless comparison.
More executions = fewer prisons needed
Another way to do it would be to stop pampering criminals. We can’t just open our jails. That is one of the main reasons crime has increased.
Negotiate the Falkland Islands to Argentina. Locals choose between NZ/GB/US/AUS citizenship. In return we dump as many as the sheep will accommodate and Argentina supplies security for say, 99 years. Win win win. Getting expensive for the Brits to maintain. An honorable, save face way out.

The incarceration rate of Nigerians and other predominantly black nations in Africa is much lower than the overall US average let alone the black average in the US.
Prison and legal system is very lucrative for those running those corrupt institutions. These institutions are too powerful and desperately need reform, They are increasingly politicized and are used as a hammer against those that oppose tyrannical government policies.
Immigrants from those nations also tend to be more successful, socially and financially. Thomas Sowell explains why:
That is a separate issue (and I agree!) African Americans are not targeted by law enforcement for political reasons, or out of racial bias.
The legal system targets those that are easy to beat. Poor, uneducated.
Watch out because the fascists running the legal system are busy politicizing it.
We need to get rid of qualified immunity for prosecution and judges. This is the only way for the individual to hold these people accountable for abuses of due process.
