Hair-raising photos show a boat perilously close to plunging over the edge of a Texas dam — because the passengers were too busy gossiping, police and rescue officials said.
“They approached the dam, weren’t paying attention, they were talking to each other,”
James Kane, who works at Retro Boat Rentals in Austin, said he rushed to the scene after getting a distress call from the passengers — and quickly tied a rope to the endangered vessel as it approached the edge of the dam.

The only requirement is for there to be enough floatation devices for all passengers. Now the rental company could make it a condition of rental that they be worn at all times, underage children especially.
And not to nitpick but.. life jackets don’t do much to protect you from going splat on concrete.
Holy carp! It’s a miracle the boat didn’t drift sideways against the spillover. It would have very likely been rolled over the edge of the dam by the flow.

I lived on the Ohio River in Indiana as a kid. There was this one dam by our farmland I used to motor up the spillway with my Jon boat rather than wait for the lock. More than once the lock master would yell at me not to do it. After awhile, the yells became waves because I wouldn’t stop going up and over the spillway. Kayakers play in much rougher water than this particular spillway.
That was astounding. They should all buy a lottery ticket.
Articles says by that time, they were in full reverse but the motor wasn’t powerful enough to pull them away but it did maintain their position at least until help arrived. Luckily someone saw them pretty quick. They had an electric outboard and who knows how long the battery would have held up.
