A key component of the Biden plan is the push for a nationwide transition to electric vehicles, which takes up some $174 billion in subsidies from the package, but one of the largest problems with the proposal is its disregard for the negative downwind effects it would have on those at the lower rungs of the economic ladder. As of 2019, the average cost of an electric vehicle was $55,600, far greater than the cost of other vehicles more affordable for lower income families. In fact, another recent study showed that the average income of electric car owners is at least $100,000 per year, well over even the middle-income line. While the Biden plan throws truckloads of money at other angles of the electric vehicle issue, it does nothing to address the fact that lower income households simply cannot afford electric vehicles. To make matters worse, electric vehicles only account for 2 percent of vehicle sales in the U.S., even though they have been an option for vehicle purchasers for a significant period of time. The Biden plan is catering to a niche segment of an industry, in a show of political nepotism for a pet campaign promise while slapping the American worker in the face in the process.
No worries—FedGov will simply buy new EVs for the “poor.”

Maybe he’ll offer EV in trade for lower income clunkers, those my observation is that lower income people have better cars than middle income. Will EV cars be Biden’s version of Obama phones?

On the fundamentals EVs are cheaper to build than ICE vehicles. The only reason they are expensive now is they are rare and boutique.
Once they become a mass produced the price will fall.

Nope, the battery is the major cost of the vehicle. It contains a lots of heavy, rare, expensive and dangerous components. According to newest greatest, it cost like $5000 for a gallon of gas equivalent.
You may save couple of hundred bucks a year on fuel. It will never pay back the purchase price difference.

A small import pickup truck from the 70’s would cost $50K today due to that stuff. The materials cost between a small one and a full size one is relatively small.

They don’t really. Most of it is lithium, which is expensive now but is one of the most common minerals on earth.
Massive lithium projects are underway around the world and the price will fall over the next few years.
In 10 years battery prices have gone from $1100 per kilowatt hour to $120, and are still falling.
This will be good for the coal industry.
China controls 80% of the global battery market for EVs, and near 100% of the raw materials for EV batteries.
The CCP holds EVs by the balls.

Today you will break even on EV vs ICE after about 5 years, and that’s ignoring any rebates.
Every year EVs are getting cheaper. We aren’t far away from EVs both selling for less and having lower operating costs. At that point they will become a very large part of the market.

The raw materials for an EV battery are nickel, lithium, cobalt, aluminum, manganese, and copper. Which of those does China have a monopoly on?
