Gov. Andrew Cuomo’s bid to erect 10 new skyscrapers around Penn Station — including one with the eyebrow-raising name of “PENN 15” — may have shriveled under the state budget deal reached by the governor and legislative leaders on Tuesday.
“With a vacancy rate at over 17 percent in Midtown we need to think about creating jobs, not employee office space,” he said.

Cleveland has made good use of that kind of development. Old and rather stately downtown office buildings (not skyscrapers by any means) converted to upscale apartments/condos and they are occupied as fast as they can make them.
The new Startup company I just started working at (insider shares - I’m an owner!) let their Brooklyn NY lease expire. We’re now a 100% remote employee company.
Plans to build anything new is NYC proves they don't really believe in global warming.
Definitely, as well as stores that sell and install fire doors and roll-down security gates.

The AT&T building in Chicago has the most beautiful elevator cars!
IIRC, about $500k each (just the traction car); gorgeous wood, marble and brass, I took pictures of them.
