Plan B is designed to avoid all three of: disclosure, public contribution and response, and transparency, as the Biden Administration seeks to regulate CO2 by proxy -- via regulating ozone.
Plan B is designed to attract law suits, and the Biden Administration's Harvard Law School brood, figure on getting what the left and particularly the "Center for Biological Diversity" desire --- in the form of court orders.

Sounds like he’s applying what they’re doing in California, which was to raise gasoline taxes by about $1.00, but indirectly, so the people wouldn’t revolt. Instead, they blame it ‘oil company greed’ and ‘boutique fuel blends’, and it works there, no serious complaints, but still, gas is over a dollar more in there than the national average, so their plan does work.
