Bay Area Navy veteran died after police officer knelt on his neck during mental health crisis, family says

A Navy veteran who was going through an episode of paranoia died after a Northern California police officer knelt on his neck for several minutes, his family said Tuesday.

The family of Angelo Quinto called police on Dec. 23 because the 30-year-old was suffering a mental health crisis and needed help. His family says a responding officer knelt on Quinto’s neck for nearly five minutes while another officer restrained his legs. Quinto lost consciousness and was taken by ambulance to a hospital, where he died three days later.

Quinto, who was born in the Philippines, was honorably discharged from the Navy in 2019 because of a food allergy, said his sister, Bella Collins.

He suffered from depression most of his life, but his behavior changed after an apparent assault in early 2020, when he woke up in a hospital not remembering what had happened and with stitches and serious injuries. After that, he began having episodes of paranoia and anxiety, she said.

Collins, 18, said she now regrets calling the police after worrying her brother, who before police arrived was tightly hugging her and their mom, could hurt their mother.

The family called the police report for a reason, what was it?

Had the police been called to that address before? If so, why?

CA has involuntary civil commitment, why didn’t the family use it to get the victim help.

What does the ME’s report say?

Did the officer/s violate protocol?

Just looked at a number of articles on this.

None of them answer those questions.

I don’t envy any policeman - restraining violent or crazy people is no easy thing and police officers just want to go home at the end of the day in one piece, like the rest of us. That said, police departments really need to end the kneeling-on-necks thing.

The military is a cash cow if you can get in for a few months then get out with a 100% disability rating for mental health such as Bipolar, depression, ptsd et al.

You assume he was putting his weight on the guy’s neck. The technique restraint only.

The knee on neck restraint was an approved method for the Minneapolis PD. It may be an approved method for other police departments. This will come out in the Chauvin trial. Chauvin had his knee on Floyd’s neck. The autopsy showed no bruising/injury to the neck and no asphyxiation. In other words, the knee was on the neck without putting his weight on the neck.

Of course, the optics are bad and the LEFTIST media plays on that.

Why don’t the police just tazer the guy? If he dies, the victims can sue the tazer company.

I maintain it is a stupidly dangerous “restraint” and am not changing my opinion. An involuntary position shift by the kneeler could easily result in tremendous pressure.
