OUR WASHINGTON DISPATCHES.
WASHINGTON, Tuesday, Feb. 19.
Mr. FENTON, of New-York, in the House, this morning, submitted a resolution, which he gave notice he should call up at the earliest moment, as a substitute for the report of the Committee of Thirty-three. It has many supporters, and is understood to be agreeable to a large portion of the Republicans. If a vote can be reached it will probably receive all the Republican votes, and two or three from the Border States.
The Peace Conference had another five-hour session to-day. An animated discussion occurred, as on yesterday, with no result. A vote is expected to-morrow, and the adoption of the report by one majority.
The Southern Commissioners had a caucus last evening, at Mr. TYLER's rooms. Mr. SEDDON proposed an ultimatum, and urged the South to stand as a unit. Kentucky, Maryland and Missouri objected to the ultimatum, but were willing to take the amended report. The Tennessee delegation was not present. North Carolina agreed with Virginia. After an informal conversation, at a late hour the Convention adjourned, to meet at 9 o'clock this morning at Conference Hall, when only eight Commissioners met, and the caucus was postponed to to-morrow morning. The Commissioners express much doubt as to the result. Prospects vacillate as speeches are delivered. Virginia is confident that something will be agreed on to-morrow or Thursday.
The debate to-day was on the report of the Committee prohibiting Slavery north of thirty-six thirty, and admitting and protecting it south. The debate yesterday was principally upon striking out the future acquired territory clause. The adoption of this amendment does not please the South, and results in a worse feeling than has before prevailed. An attempt to reconsider it failed; also an effort to incorporate a provision to the same effect.

Worth noting again that there are many different conferences, conventions, congressional & other meetings proposing constitutional amendments & laws, all aimed at working out some sort of "compromise" to save the Union, or to at least keep secession peaceful.
All will have good intentions but none will produce anything of lasting value.
