It is those countries which created them as slaves that should be asked for reparations...

Without question it would pass. Not only does have 173 co-sponsors, but it sets up one of the favorite vehicles of the criminal class to take credit and score political points for doing nothing while putting the blame on someone else when things don't work out: it sets up a commission.
