The way I read Article II section 1 the process has nothing to do with a candidate conceding anymore than it has with journalists projecting a winner.

Every day we are separated from Nov 3rd, the stronger Biden’s hold is. I do hope SP has what it takes to stop everything in it’s tracks and is not just be speculation. I’m sure physical evidence is being destroyed as we speak. We will need CONCRETE computer evidence plus more signed affidavits from witnesses. Sounds like the judges are putting their heads in the sand.
There are only two scenarios possible here which will be resolved on Dec 14th.
1) the electors vote and Trump wins the electoral vote.
2) the electors vote and Biden wins the electoral vote.
After that date whoever loses and does not concede is a danger to our republic and needs to be treated as such.
Remember, Gore didn’t concede. The Supremes just said, ‘Enough of this nonsense.’
