WHY ISNT THE GEORGIA SECRETARY OF STATE INFORMING THE PUBLIC OF THIS, AND WHAT PROCEDURE DO THEY HAVE IN PLACER TO PREVENT NEW VTERS FROM VOTING IN THE RUNOFF

The problem with this, as I understand it in GA, is voters in the run-off have to have been eligible in the original election.
These "teens" are running afoul of the law.
