Even if Biden eventually gets certified as the winner of enough states to matter, Trump should refuse to permit any briefings because Biden is mentally addled and incompetent under the 25th Amendment to serve as President. “Heels Up” Harris is already getting briefings on the Senate Intelligence Committee, so there is no harm in refusing them to Biden.
In 2016 both candidates Hillary and Trump were getting security briefings (although Trump was not told of allegations of Russian attempts to influence his campaign).
