I haven’t followed it closely, but I believe Gov Cuomo adopted this policy, mostly because Trump is Hitler.
At least, that’s what I’ve picked up from the MSM.
In my view, it’s reasonable to suspect that some New York State authorities saw an opportunity to save a lot money by culling the herd and at the same time stoke public fear, thus forcing habitual compliance with state directives
It also was used to stoke fear to a level where mailed ballots were 'justified'. All part of a month's long plan.

Back in march, there was great panic here in NY about lack of PPE, ventilators and when (not if) hospitals would be maxed out. Covid was hitting NY City very hard, particularly its decrepit public housing and public hospitals. And in NY State, all that matters is NY City.
So I believe it was a typically stupid, panicked, political, bureaucratic, knee-jerk reaction to make “hospital beds” available.
I also have no doubt that behind closed doors, the question was asked about consequences of sick-elderly getting the disease. I also have no doubt that it was Cuomo and his closest advisors answered to the effect: “at this point, its not a concern.”
Liberals/Leftists love playing God, after all.

From before this really became news I thought these liberal states did this because Long Term Care (LTC) patients were a burden on the state. This sort of thing will become common if government runs a national health care system.
