My daughter had her bank account hacked to the tune of 2K. The bank is giving her a run around. What can we do??

If you use a debit card at all, use it ONLY in ATMS at branches of the issuing bank.
The bank should be able to find out where that money went. I'm at a loss to tell you how to proceed, to get the bank to do their job.

Debit accounts have different rules than credit card accounts. Someone can use your debit account if you’ve used it to buy something on line, then can use it again until you report it. But the bank’s responsibility may differ from state to state. I found charges on my debit card when I got home from a visit to D.C. I could prove I was in D.C., and not in two different states where the stolen charges were. The bank covered them and cancelled my card and sent me a new one. But they were small charges. The LORD help your daughter recovery her losses. Oh, and people should check their accounts on line several times a week to make sure they’re not hacked.
We’ve stopped using our debit card for anything. I’ve had multiple instances of credit theft after using a debit card. The last time someone cloned and used mine at an ATM to withdraw $1,000 in cash. I’m pretty sure someone skimmed it at a gas pump. It’s just not worth using the debit card since you really put your liquidity at risk. Better to use a credit card for necessary card purchases since you aren’t risking your ability to pay the mortgage/rent.
This is the notice on my NY State regional bank's website in regards to an unemployment scam:

Did she use that account to pay her taxes? just throwing that out there since she might have filed and they’re just getting around to hitting up bank accounts.
You need a complete log of events. Create a timeline. Put in it each phone call including the number and who you talked to and what they said. You may not see the use of it now, but having something like that immediately escalates the complaint to a person who can do something.
You may need to make a personal appearance so make an appointment. To do that you must find the right person. Describe the problem and keep going until they give you a name. Chances are, it will be resolved before you ever get there.

I had this happen but for only around $60. I phoned my bank and they sent me a form to fill out. I did so and returned it to them.
They did eventually credit the whole amount even with the $50 exemption which I guess they could have withheld but they didn’t.
I’m not a fan of lawyers for the most part-but in this case-just tell your daughter to call a lawyer-she is an adult, right? If so, then she can legally retain an attorney for herself-it beats running down all the rabbit trails suggested here...
Back in the 90’s I pwned a small business. We had a check for a little over $14,000 that someone took to my bank & cashed it. I first complained and the teller said that there was nothing that they could do. I called my attorney & he said that the bank was responsible for verifying the signature on the endorsement. I called my loan officer & had to sign an authorization to prosecute. The money was immediately put back into my account. I have no idea of what transpired from then on.
I used my debit card to lease a car from Enterprise a couple of years ago. The day after I returned from my trip, and had dropped the car off, my checking account was hit with a $500 purchase for sports equipment from a NY Company. I think my card number was used by someone at Enterprise. It wasn't the same Enterprise I had picked the car up from because my car had been previously towed to my mechanic's prior to my trip. I dropped the rental off at the Enterprise near him, and picked my own car up, then went home. Thankfully I was able to resolve the fraudulent transaction myself. The company the purchase was made through cancelled the order, and refunded the money. Now when I travel out of state, I never use my debit card for anything. And since I traded in my 15 year old Nissan last fall for a new leased Nissan, I don't have to rent a car anymore to visit my youngest son who lives out of state.
So, they went onto their online system and moved money? Not via the debit card? So the bank knows where the money went?
Wow. Something similar happened when I was sixteen (dual account with a parent), and there was a $1500 purchase in California at an auto parts place - from my debit card. My bank returned my balance in 24 hours.
Then again, that was Washington Mutual. They were wonderful, and I handled it on my own, without said parent.
Speak to someone in person if you can, and document anything and everything possible related to this issue. Online banking should make it easy for her to track down where the money was used/withdrawn, so she can contact that location or vendor and try to collect info. I did, and it helped immensely.
Key Bank along with Bank of America are the top two worst you could bank with.
