Los Angeles is requiring essentially everybody in the city wear a face covering at all times whenever outdoors, a policy Mayor Eric Garcetti says will help the local economy reopen faster.
Garcetti announced the order on Wednesday evening, telling city residents: "Bring your mask with you whenever you leave your home."
Children under 2, as well as a limited number of individuals with disabilities, are exempt from the order, the mayor's office said in a press release.
"Face coverings help stop the spread of the virus," Garcetti, a Democrat, said in the release. "Wearing them whenever were away from home will create a meaningful layer of protection for people we might come into contact with, and that makes sense at this stage of our response to the crisis."
The order came shortly after Garcetti said that the city will "never be completely open" until scientists discover a cure for coronavirus.
The mayor at the time was partially walking back comments made earlier in the day by Los Angeles County Public Health Director Barbara Ferrer, who said Tuesday that the city's stay-at-home order would be extended "with all certainty" for the next three months.

Tell them you have a medical condition that precludes wearing a mask. If they ask what it is, invoke HIPAA or ADA and remind them that lawsuits aren’t fun.

Yes, I’m well aware. A lot of tourists will have trouble coming since the motels and short-term rentals are closed. Camping in RMNP is going to be limited also.
Wrong. 100% wrong. If you have the virus its coming out of your sweat glands on every square inch of your skin. And it is surfaces that lead to the vast majority of transference not aerosols. Period.

“When personal protective equipment is necessary to protect against droplet transmission of infectious agents, employees must place a barrier between the source of the droplet (e.g., a sneeze) and their mucosal surfaces. Such protection could include a surgical mask to cover the mouth and nose and safety glasses to cover the eyes. Recent studies show that aerosol penetration through a surgical mask is highly dependent on particle size, mask construction, and breathing flow rate.
One study showed that penetration rates for submicron particles could be as high as 80 percent for surgical masks.36
Even relatively unconventional uses (e.g., the wearing of multiple surgical masks) have been shown to be less protective than NIOSH-certified respirators. For example, research has shown that the use of up to five surgical masks worn by volun teers results in particle reduction of only 63 percent for one mask, 74 percent for two masks, 78 percent for three masks, and 82 percent for five masks, compared with a recommended reduction of at least 95 percent for properly fitted N95 respirators.37”
