If I recall correctly, during Katrina, W offered to send the military in, but couldn’t get agreement from the Louisiana governor.

Cuomo already did when he quarantined that NY community.
Maybe he's looking for a way out of those expenses. Maybe he's thinking of actions that are beyond the capability of New York's national guard.
Maybe there are engineering tasks, like temporary hospitals, that he wants the military to set up.
