Meaning they do act at times as law enforcement officers, or they do not, but everyone else in the armed services can?

Wrong.
The Marines are subject to posse comitatus.
They are the active armed forces.
You must be a journalist or democrat or both to make such a stupid statement.

The Coast Guard and the National Guard in state status are not controlled by posse comitatus.
