More than 3,000 farmers and residents of four Chihuahua municipalities clashed with the National Guard on Tuesday over the federal government’s plan to divert water from a dam in the northern border state to the Rio Grande for the use of the United States.
The newspaper Milenio reported that protesters from Camargo, La Cruz, Delicias and San Francisco de Conchos confronted the guardsmen with the aim of removing them from the La Boquilla Dam, located on the Conchos River about 200 kilometers south of Chihuahua city.
The National Water Commission (Conagua) intends to open the sluices of the dam to divert hundreds of millions of cubic meters of water to the Rio Grande in order to comply with the 1944 bilateral water treaty between Mexico and the United States.
Mexico has a 220-million-cubic-meter “water debt” to its northern neighbor, Milenio reported. Chihuahua farmers say that the massive diversion planned by Conagua will leave them with insufficient water.
The National Guard and the army were deployed to La Boquilla last month after protesters broke into the dam on January 10.

I think water used for agriculture has to come first. Do we intend to use the water, or we just going to send it down to the Gulf of Mexico? I would need to know that before I can issue a fatwa. If we’re just going to send it through to the Gulf, and agricultural users need it, I think that’s a waste

No, not possible. No Mexican water hits the Rio Grande until Texas. Interesting Lee, New Mexico had litigation with Texas over this very issue. New Mexico was impounding water from the Pecos watershed that should have been sent to Texas. New Mexico wanted to pay money, Texas wanted the water sent down. New Mexico was arguing that water rights might not include what they called “wet water”.
New Mexico lost that battle.
My position is if we intend to use that water for farming or legitimate purposes, Mexico should have to honor the agreement. But if they’re going to repeat what they did to the California Farmers for the snail darter, and just simply send it Downriver to go into the ocean, then I agree with the Mexican farmers
New Mexico may have lost the court battle but one look at Elephant Butte tells you they're not complying.
Will this raise the water level sufficiently to keep out more illegals?

Upper or lower valley?
I have no doubt in New Mexico is not complying, or barely complying. New Mexico is basically a Third World country
Lower,around Fabens and Ft Hancock. They actually had to build a reservoir between Ft Hancock and Esparansa fed by wells. East of Esparansa the Rio Grande is just a muddy ditch.
Are the canals still used? I remember visiting family, and seeing those full canals, in the lower valley.
Oh yeah,the canals are the irrigation system. The wells augment it.
As of today’s date, Elephant Butte lake is 30% full
which would show New Mexico is complying.
I don’t consider New Mexico as a third world country.

Esperanza Tx... never thought I’d see anyone mention that little town. I once knew it pretty well.
There isn’t really any town left. Just a few farms.
