No, not possible. No Mexican water hits the Rio Grande until Texas. Interesting Lee, New Mexico had litigation with Texas over this very issue. New Mexico was impounding water from the Pecos watershed that should have been sent to Texas. New Mexico wanted to pay money, Texas wanted the water sent down. New Mexico was arguing that water rights might not include what they called “wet water”.

New Mexico lost that battle.

My position is if we intend to use that water for farming or legitimate purposes, Mexico should have to honor the agreement. But if they’re going to repeat what they did to the California Farmers for the snail darter, and just simply send it Downriver to go into the ocean, then I agree with the Mexican farmers

FYI: From SE of Ft Hancock passed Esparanza there is no river until springs around Candelaria feed it and the river begins NW of Presidio/Ojinaga. The pecan farmers in the El Paso valley are having to drill wells to keep their groves from dying.

New Mexico may have lost the court battle but one look at Elephant Butte tells you they're not complying.
