FYI: From SE of Ft Hancock passed Esparanza there is no river until springs around Candelaria feed it and the river begins NW of Presidio/Ojinaga. The pecan farmers in the El Paso valley are having to drill wells to keep their groves from dying.

New Mexico may have lost the court battle but one look at Elephant Butte tells you they're not complying.

I have no doubt in New Mexico is not complying, or barely complying. New Mexico is basically a Third World country
