From what I read in the Senate rules, there is no mandatory attendance, unless it’s a new rule.

This seems like a very weak proposal to deal with birth tourism. The visa will be denied if the person is suspected of coming to the USA for the “sole” or “primary” reason if giving birth. People who have enough money are smart enough to find another “primary” reason for coming. How about if their “best friend” is really sick with cancer and this will be a final visit. How much will the pregnant Mom be willing to pay someone who is actually sick. Maybe she can say that she isdelivering a paper at a conference. Cheaters find a way to cheat.

DNC pmnts started May '16. $98K paid on 11 Jul '16 > day after SR killed.
