This seems like a very weak proposal to deal with birth tourism. The visa will be denied if the person is suspected of coming to the USA for the “sole” or “primary” reason if giving birth. People who have enough money are smart enough to find another “primary” reason for coming. How about if their “best friend” is really sick with cancer and this will be a final visit. How much will the pregnant Mom be willing to pay someone who is actually sick. Maybe she can say that she isdelivering a paper at a conference. Cheaters find a way to cheat.

. Too bad we can’t get rid of birthright citizenship completely.

Wealthy chinese and Russians do this, they pay their expenses including medical and go home. They figure the child can come back for college and work. But the poverty stricken south of the border invaders demands the taxpayers pay for the child from birth till death.
