The two were in a room at Bellaire High School with four other students but no adult Tuesday afternoon when the 16-year-old took a semi-automatic pistol out of his waistband and pulled the trigger, killing 19-year-old Cesar Cortes, said Lt. Greg Bartlett.
The suspect, whose name wasnt released, fled the scene after the shooting and was arrested about 3 1/2 hours later, authorities said. He was charged as a minor with manslaughter, according to the Harris County District Attorneys Office.
District Attorney Kim Ogg said that based on evidence gathered so far, the shooting does not appear to have been intentional. She said the students were part of the schools ROTC program and that theres no indication that theyd been fighting before the shooting.

One of the first lessons we get here in the South is to treat every gun as a loaded gun and to never point one at anything you weren’t going to shoot. If we didn’t get gun safety lessons at home, those were some of the first classes in ROTC. Growing up I didn’t know one person who didn’t have a rudimentary understanding of gun safety rules by age 14. Has to be more to this story.

I think the good old 1911 is a much safer design, or a double-action that has a safety, but no gun is safe if it is treated like a toy.
The best firearm safety device is the one between the ears, if it’s taught correctly.

Kids have been accidentally shooting each other with dads gun for as long as anyone here has been alive, including in the South. It seems more common now because every incident is reported nationally. 40 years ago, a kid accidentally shooting another kid wasn't news unless it was local.
Some parents teach their kids well, some don't, and some kids just don't get it, even when taught. I think kids who actually get to shoot once in a while, particularly those who hunt and see what a bullet does and what death looks like, are more likely to be safe, but even then, it happens.
I dont think this has anything to do with bluing. These are city kids. Bellaire is basically a neighborhood in Houston. Kids in major cities, North or South, just arent as likely to grow up around guns, even in a city with as relatively widespread gun ownership as Houston.

I think yours is the most likely explanation. I feel the victim’s survivors should SUE the local school system for not teaching the kids basic firearm safety. If they can indoctrinate them on gay sex, they can teach them about guns.
