I think that if they were legally married in a state where the relationship was legal they ought to be OK anywhere because of the requirement that all states give full faith and credit to the laws of other states.

Twenty states allow first cousin marriage. I have married cousin in my ancestry and so do you, I’m sure.
The Bible doesn’t forbid it although the Roman Catholic church does.
It isn’t particularly harmful unless practiced repeatedly.
Publicity hound parents, otoh, are a problem. Society and their baby are best served by ignoring them.

According to a study of Pakistanis in Britain, among whom marriage between first cousins is common, the risk of birth defects doubles - from 3% in ordinary births to 6% in the case of kids born of first-cousin incest.
Doubling the chance that your child will suffer birth defects because you can't find someone more attractive to you than your own flesh and blood seems pretty demented.
