The ticket goes with the car. Not the owner. Certainly not a former owner.

I sold a boat. 20 years later I got a bill from a sheriff for commercial salvage costs of a derelict and a fine.
Not that it will help in Florida but in California we have a DMV form, “Notice of Transfer and Release of Liability”, that we fill out when we transfer title. The buyer’s name (or dealership if it is a trade in) is included on the form. This serves notice to the DMV that we are no longer responsible for the vehicle. California has a lot of forms other states don’t because we have more high paid lawyers I think.
Its up to you but it has been my experience that people can waste a lot of time and effort trying to solve a problem dealing with government but the easiest solution is almost always to pay the money.
The governments that rule over us subjects and have been spending way beyond their incomes (our money by the way) for generations (and accruing huge debts, our debt) do not care about truth or justice they just want your money. It’s at all levels Federal, State, County and City. Even if you beat the ticket you will have spent money during the process that they will get a chunk of.
Sounds like the dealer never took it out of your name.
I had my truck towed because of past due parking tickets...I could not afford to pay them at that time to get my truck out of impound. So I went to Mayor Willy Browns office, and told the guy at the front desk my story. He called parking enforcement, informing them he was calling from the mayors office, I was able to get my truck out that day without paying a penny.
It just proves how stupid government workers are.
I've only gotten one parking ticket and that was in Washington DC about 25 years ago. I knew I was never going back there so I never paid it and so far so good!
Tell them to impound it
sue the dealership for rental car rates per month and use the judgers ruling to prove you are the owner of the car they illegally used and sold.

I would go to the dealer and demand they either fix the problem or return the car free. Talk to the owner of the dealership.
You might want to call the hearing officers supervisor, relay the info to him, and ask if all the hearing officers are as ignorant and stupid as the one you got; and, if the supervisor doesnt fix his problem, you would be going to the local government public comment time and let them know how ignorant and stupid he is.
