Six men charged in eastern Virginia gas pump skimming scheme (Cuban nationals)

NORFOLK, Va. – Six men have been charged in connection with an eastern Virginia gas pump skimming scheme.

The Department of Justice said they men are from southern Florida. They are accused of placing skimming devices on gas pumps located in the Eastern District of Virginia.

The skimming devices were capable of recording the credit and debit card numbers, along with PINs of the customers that used their cards at the gas pumps, the The Department of Justice said.

In April and May 2018, using the stolen card information, the defendants are accused of traveling between Harris Teeter store locations, among other destinations, to withdraw money from the victims’ bank accounts and purchase prepaid debit cards.

All men have been charged with bank fraud, conspiracy to commit bank fraud and aggravated identity theft. The men charged are 40-year-old Pedro Emilio Duran, 28-year-old Yariel Monsibaez Ruiz, 25-year-old Ariel Mora Quijada, 33-year-old Guillermo Bello Fuentes, 30-year-old Jorge Bello Fuentes and 28-year-old Luis Miguel Fernandez Cardente.

If convicted, each defendant faces a maximum penalty of 30 years in prison.

The Northampton County Sheriff’s Office has provided significant and ongoing assistance with the investigation.

Went to the DOJ’s website for VA’s Eastern District, they identify the perps as being Cuban nationals.

The paper chose to say they were from “Southern Florida”.

This is why I quit using debit cards. They have a direct line to your bank account.

Credit cards protect you from fraud.

Debit cards don’t.

I have started to use CASH (gasp) to buy my gas, partly because they usually have a higher credit price.

They install the skimmer over the legit card reader.

Like the other commentators, using debit cards here is a real no-no. When traveling, I use gift cards which have a max value, if someone gets access to one, the loss is only what is left of the $50 initial value. Lots easier on the mind and soul.

How did they get the PINs? I understand the only way they can get those is to have a camera watching the keypad. Always cover the keypad with you other hand while entering your PIN digits.

The device they install stores the PIN number you punch in. It doesn’t rely on a visual. . When they retrieve their device, they then have access to the data.

Debit cards are protected from fraud, too. Bank of America (and all banks) will replace all your money in 24 hours if your debit card is misused whether it is stolen, skimmed or communicated any other way.

The banks have to because they need their account holders to use their debit card in confidence, otherwise, people who tend to be nervous nellies over everything and need their hands held won't use them. Obviously, it is in the banks interest because the cost per transaction is cheaper via debit card, then checks or cash.

I won't bore you with my story, but BoA replaced my money on the spot and it was not a small amount, either. It is the only time, I have had a problem out of thousands of transactions.

They’ll cover it until they don’t.

No downside to using a credit card exclusively.

Well, you can almost always use your debit card as a credit card, too - at all gas pumps and most stores.

And I could say the same thing about credit cards, too. They will cover it until they don't. The banks will always cover losses of debit cards because if they don't everyone will stop using them.

How many people would use credit cards if the banks stopped covering fraud and theft? Everyone, because your credit card is one swipe away from you owing thousands of dollars of someone else's purchases.

Losses from debit and credit cards is part of the cost of doing business for a bank, and of course, those costs are passed on to their account holders just like any other company.

Someone in Europe managed to get my wife’s debit card number and bought or attempted to buy a $450 pair of Italian sunglasses. Our bank caught it and denied the purchase. No money lost.

I just pay ahead on my credit card online a couple times a month. Most months I have a credit balance at the end of the month. Same thing as a debit card, only they can’t get at my bank accounts through it.

There is now downside to forgoing debit cards.
