I'm not connecting the dots. Rudy said he was invited by State to do Ukraine stuff, I believe in May.

Whistle-blower doesn't mention Yermak except for an 08/02/2019 meeting with Rudy in Spain - why ? They've supposedly already been introduced.

Trouble with what I am seeing is, a case could be made for Rudy being "the bag man", setting the chess board up and choreographing the moves.
