1. Did not meet “urgent concern” statutory definition

2. Did not allege an action under the DNI’s authority

3. Did not allege wrongdoing of a member of the intelligence committee

4. Involved the President of the United States, which automatically involves “executive privilege”.

There's no reason to view this leaked call as anything other than a continued effort from within to undermine both POTUS and an imminent FISA IG report, expected to be damning toward the Intel Community
