To move up the list by one spot, four new golf members need to join the club, according to the membership terms. So they knew what quitting entailed. So I have zero concern about their waiting for their refund.

I read the article, and it turns out the problems these people are facing date back long before President Trump even announced his candidacy in 2015. He bought the club out of bankruptcy in 2012, and he is simply abiding by the refund/cancelation policy of the Doral that was in place at the time.

Most people who ever purchased shares of stock in most country clubs, get screwed when they quit. My inlaws are still waiting for the sale of their shares of country club stock from their last club membership. If the club never reaches it’s membership goals(plural because it can change...), they don’t have to buy back anyone’s shares.
