I don’t think it is but so what? Hopkins is still in the slithering slimy shit hole known as Baltimore. Hopkins, however, realizes how dire the situation is and finally gets to have its own police force. This was a major league big deal for the institution that took new state legislation to enable. The force will protect both the university complex in north Baltimore and the hospital campus in east Baltimore. The black tribal power structure including the mayor and most of the City Council and, if I recall, Cummings were dead set against it.
Most of the Homewood (main) campus is and the hospital downtown is as well.

Hopkins is,in fact,one of the world’s finest hospitals.But even if it is in Cummings’ district he doesn’t get any credit for it. Hopkins was world famous when Cummings was stealing cigarettes from Woolworth’s when he he was a kid.

The daughter of a close friend went to Nursing School at Johns Hopkins a few years ago, and had an apartment just off campus. As many of the residents in the building were Hopkins students, they were told to call campus police, not the Baltimore Kiddie Kops, if you needed help.
That, and the fact that she had to drive about 10 miles to the suburbs of Baltimore to be safe to shop tells me all I need to know about that "fine" city.

Elijah Eugene Cummings is an American politician and the U.S. Representative for Maryland's 7th congressional district.
The hospital complex is sprawled in the maw of a steaming ghetto. It has survived and even thrived because over the years it has bought up neighborhood properties in bulk and razed them in order to develop new medical buildings and housing for its employees. Hopkins is the major economic influence in Baltimore and years ago the city passed laws that gave the institution condemnation powers usually reserved for local governments. These condemnation powers are “quick take” meaning the properties can be seized prior to court proceedings that determine fair market values for purposes of paying the owners “just compensation”. This is the reverse of the typical condemnation whereby the condemning entity (city, county, state) has to either negotiate compensation with the property owner or wait for court proceedings to take their course which could take years. This enabled Hopkins to continually expand their medical campus creating a sort of “safer zone” that most ghetto dwellers know not to mess with. Now the college complex in north Baltimore is another story. It lies smack up against the wealthy Guilford and Roland Park neighborhoods with median single family detached values in the $500-$700,000 range yet are located just blocks away from down and out drug infested black slums. Many Hopkins university students live off campus here and street mugging of them is common. And there have been students murdered by the ferals from surrounding neighborhoods. Too bad because the area used to be extremely nice up until the mid 90’s.
