They’ve been using children for stealing for decades. They know if caught, they’re not going to put the kids in jail. They just pretend like they didn’t know the child was stealing. They train them early.

They do the same thing with strollers, stuffing goods inside them. I have a friend who maintains a small booth at an antiques mall - they finally had to ban strollers and add more cameras due to rampant shoplifting, but still they will steal anything not nailed down. She has to be incredibly picky with what’s in her booth - it can’t be anything small of value or it would have to be in a locked case and cost more overhead to sell.

There was a kid’s clothing store I used to shop at.
They told me a women came in crying, saying she needed a suit to bury her son in. While all the employee were helping her, her partner went about shoplifting.
Needless to say, she didn’t buy a suit.
