Well, this is what happens when we have to be liberal about homeless matters. Being liberal means we can’t move them out of any place they set up camp. Walmart management is likely afraid to say or do anything because they would be perceived as bashing the homeless. We have to just put up with it, because we as a society don’t have the will to do anything about these people. We are unable to say they can’t camp there.
If it gets bad enough that shoppers avoid that Walmart, and don’t go there anymore, then what?
Will Walmart just accept such a situation?
It’ll continue until the state no longer gets its tax money from businesses that have closed down because of vagrants harassing customers.

I’ve never been to CA except around ‘74 when I flew in en route to HI. Therefore I don’t know how beautiful it is, how nice the weather. Regardless, I do not want to live there or even visit. It sounds like a terrible place.

last time I was in San Diego, there was a huge homeless encampment in Mission Valley, right along the San Diego River. There were a couple malls nearby, so it was a perfect place for pitching tents near the woods, and then panhandling at the mall by day.
I always make eye contact with beggars and let them know I see them but am not interested in them. The worst thing to do is try to avoid eye contact. That tells the bum you are feeling guilty about their plight. that's what my wife does. She will be sitting in her car and looking staight ahead as if she has blinders on. I always look at them, almost staring at them. That way they know I made the choice to not give a shit.
And in some cases, I do give a shit and give them a buck if I have any loose bills on me.
CA law cares more for filthy hostile bums than for decent productive people. If you vote for lawmakers who think this way, vote different; otherwise, I'm sorry to say your best option may be to leave.
