Garden Grove (California) Shoppers Frustrated By Homeless Population In Parking Lot
CBS Local Los Angeles ^

GARDEN GROVE (CBSLA) — Shoppers at a Garden Grove Walmart say they’re being harassed by a group of homeless people in the parking lot, but police say they cannot do anything about it.

Neighbors say a homeless camp has popped up in the parking lot leading to vandalism and harassment, and they say Walmart will not ask them to leave.

Security guards and crews to pick up trash have been hired for area parking lots to combat some issues, but shoppers still say they feel unsafe and frustrated.

“There’s just a lot of homeless, a lot, asking for money,” said one shopper who was there with a child. “I don’t come after it’s dark.”

And when area cops are called out to the scene, their hands are tied.

I told you they ARE enforcing the law. There’s absolutely nothing the police can do about it. Thanks to the California lawmakers and judges it is their constitutional right now.

Can a homeless person be convicted under the Loitering statute for extended non-criminal presence on a sidewalk?

No. Unless a homeless person’s presence on a sidewalk actually obstructs the free flow of pedestrian movement, he or she cannot be arrested for loitering. Justin v. City of Los Angeles, No. CV-00-12352 LGB (AIJx) (C.D. Cal. Dec 05, 2000). This case also states there is a constitutionally-protected right to loiter as far as standing and walking (peacefully) on the sidewalks. This right is guaranteed under the Due Process Clause of California and the Due Process Clause of the 14th Amendment to all citizens of the U.S.

I agree & I am surprised that Wal-Mart allows this. Stop shopping really talks. And getting lots of people to sign a petition explaining why they aren’t shopping there anymore.

I’ve shopped Walmart for years, I’ll bet the number of things I’ve bought there that came from China could be counted on one hand.

Having been a military brat living around the world and being raised in my formative years in the South, I learned that the Southern U.S. has a charm all of its own. I love being from the South and living in the South. But, when I left home for the Air Force in ‘75, I quickly discovered that about 1/8th of the population hailed from the utopian state of California. In fact, my first real roommate in the dorms was from Santa Barbara, a really nice guy and great roomy. Several gals in the duty section hailed from California too. However, they all shared one thing in common: outside of California, and especially in the South, nothing, and I mean nothing was as good as it was in California! Roads, towns, cities, people, etc.

Years later, I met my best friend in the world in a college class here in Florida’s Panhandle. His wife and daughters hailed from Northern California, the better half of California, you understand. I learned anew that it was so much better there than everywhere else in the world, including central and southern California… which was still better than everywhere else but northern California. For those who are geographically challenged, San Fran is in northern California. If you’ve been paying attention up to this point, you can probably see where this is going.

Needless to say, she and her one unassimilated daughter are having great difficulty and consternation reconciling their long-held cherished beliefs and fantasies with the reality stories coming out of California. I think they’re finding that it is truly very hard to be humble.

Plenty of nice places to visit in California. High taxes and radical liberal government precludes me from recommending you live here. Diverse landscape, mountains, desert, beach etc. But most large cities are overrun by homeless who are aggressive panhandlers. In some cities like San Fran LA and San Diego they defecate on the street with impunity.

Places like Disneyland and Universal Studios, Beverly Hills, keep them away. Other places can be like a gauntlet.

Walmart doesn’t detain shoplifters.

Even if they are middle-aged white males?

I’m guessing what would happen if the Walmart simply closed because shoppers stop coming, is that the homeless would simply set up a large permanent encampment there.

Of course there wouldn’t be anybody from which they could panhandle

We have lived in GG since ‘74.

I only shop at Walmart if I can’t get it from Amazon. Ralph’s for food, then Amazon for the rest.

California is proof that flooding a state with government-dependent 3rd worlders and rewarding them with driver’s licenses and voter cards can turn a formerly conservative Republican state into a one-party Democrat stronghold with squalid tent cities for its burgeoning homeless population, complete with needle- and feces-strewn sidewalks....in a single generation.

DemoRATS have figured out the regular citizens will not vote for their insane policies. So they will import voters who will!
See how that works?

Sort of...

You get an abandoned store, a few hundred jobs gone, and another building for useless squatters that will eventually burn the place down when a candle that got used to cook smack lights up a sleeping bag of a nodded off idiot.

At some point, PC’s attempts to erase the natural desire most people have to live in safe and healthy (read ‘clean’) areas will end in vigilantism. When the local thugs hear enough s-—t from mom and the girlfriends about having no place to shop, the homeless camp will get shot up until the folks living there find another place to camp. We are not there yet, but give it another few months or years and we’ll get there.

Walmart management is likely afraid to say or do anything because they would be perceived as bashing the homeless.

Oh yeah, the activists are just waiting for a big corporate bad guy with deep pockets and WalMart would fit that bill perfectly. Blockade the store with protesters and demand a sizable bribe, repeat as necessary. They have it down to a science.

Regardless, I do not want to live there or even visit. It sounds like a terrible place.

It’s a parking lot. At a Walmart. In Garbage Grove.

Unlike Mexicans who flee at oppression and government corruption, Americans have nowhere else to go, so we Californians will stay and Resist state democrat controlled, single party welfare government.
